If you are a buyer and haven't spoken with a lender in the last few months you may be in for a surprise.... or not depending on the size of your bank account. As of January 10, 2014 the guidelines for obtaining a real estate loan changed... or at least they were supposed to change. The changes are courtesy of the <a href="http://en.wikipedia.org/wiki/Dodd%E2%80%93Frank_Wall_Street_Reform_and_Consumer_Protection_Act">Dodd-Frank Consumer Protection Bill</a> signed in 2010 that was basically designed to curb Big Banks and get the FEDs out of the mortgage business. The thought was that if lenders didn't follow certain rules they could be sued by consumers if the loans can't be repaid.. If they do follow the rules then they have created a "safe harbor" and can't be sued if the loan goes bad. For some strange reason the government seems to think that big lenders will be more concerned about possible consumer lawsuits than making large profits using risky business practices.<br />
<br />
<b>In order to have a safe harbor banks/lenders must follow a few basic rules which will create a QM or qualified mortgage:</b><br />
<b><br /></b>
1. The borrower must be able to repay the loan... ( Really?)<br />
2. The loan payment must be fully amortizing ( no interest only loans or balloon payments)<br />
3. Total household debt including mortgage payments can't exceed 43% of the borrower's gross income.<br />
4. Points and fees can't exceed 3% of the loan amount ( does not include most normal closing costs)<br />
5. Loan term must be 30 years or less<br />
6. Loan amount can't exceed conforming loan limits for the area ($625,500) for high cost areas)<br />
7. All assets, income, debts etc must be documented verified in writing. ( no no doc loans)<br />
8. Borrowers must receive copies of all appraisals.<br />

However as with all things that are government generated there are exceptions and wording that can change the final product. There are words like<i> presumed</i> and <i>good faith effort</i> sprinkled through out the documents. Also of note<b><i> there are no down payment or credit requirements </i></b>which doesn't make much sense if the intent is to make a loan only to folks who can repay the mortgage.<br />
<br />
While lenders may point to the new rules the reality is that not much has changed. for many banks and direct funding lenders. . I spoke with one representative of a major local lender and they are not seeing any huge changes in the way they are packaging loans... <br />
<br />
The above guidelines will affect folks who are looking for a conforming loan. However borrowers who need a jumbo loan may have more leeway.... especially if the banks are going to in-house the loans. Some major lenders have programs in place for their<i><b> high-net worth clients</b></i> who have accounts with them that include interest only loans and other products that don't quite meet the above regulations. Wells Fargo, Citi and other big banks are still making interest only loans as well as other loans tailored to their more affluent clients. In an<a href="http://online.wsj.com/news/articles/SB10001424052702304026804579411531451677034?mod=WSJ_RealEstate_Mansion_MiddleBucket&mg=reno64-wsj"> article</a> from the Wall Street Journal on March 7, 2014, Al Yoon gives an accurate accounting of the reality of post Dodd-Frank.<br />

These guidelines may also create an unintended market with hard money lenders who will make loans not meeting the guidelines at a significantly higher interest rate than available in the primary market. This may well affect many homeowners who need to refinance their current loans and don't quite fit the mold.<br />
<br />
Also it would have been nice to set up a few guidelines for the self employed to make it slightly easier for these folks to obtain a loan. If you are self employed obtaining a loan in the last few years has been almost impossible unless you are extremely wealthy. Just because you don't get a W-2 doesn't mean you won't repay your loan. <br />
<br />
<br />
Just to make it more interesting we see rates rising as the FEDs cut back on their purchases of MBS funds over the next few months. While I don't think the increase will be huge, even .05%-.075% in mortgage rates will have an effect on the market. Current rates are running 4.5% on jumbo conforming loans to over 5% for nonconforming jumbo loans. While rates are still at historic lows, higher rates coupled with major price increases in many markets may change options for a number of potential buyers.<br />

Drive down any street in the South Bay- Beach Cities and you will see at least one property where some type of home improvement is happening. Unlike many areas in the state and country we don't have new home communities popping up each year. In fact the construction of new homes in California is well below demand. That is one of the reasons home prices are so high statewide. </div>

While demand for homes in the Beach Cities and the South Bay in general is increasing, we just don't have the land available to build new home developments. As you review the projects above you might wonder about the difference between kitchen and bath improvements that return their cost vs the ones listed under projects to avoid.<br />

If you install new wood cabinets, granite counters and modern flooring with mid-level appliances in a median priced home you will likely recoup most of your costs. However take that same median priced home but install new cabinets made from specialty imported hardwoods, add high end appliances, hand painted designer tiles for counters and imported flooring and you could spend 3-4 times the cost of the good kitchen remodel. When you decide to sell in a few years that designer style may no longer be in vogue and you might be lucky to recoup 25% of your costs. The same is true for the bath... we love the look of whirlpool tubs and steam heated showers but reality is that they are rarely used by folks trying to get ready for work in the morning.. A larger shower with 2 shower heads and a smaller tub might be a better choice for a lot less money. <br />

Good resale value utilizing landscaping is another example..... Colorful flowers and well manicured yards are far more effective for resale than adding 4 exotic trees in the backyard at a cost of $3000.00 each. <br />

I normally write this post on December 31... but this year a good friend was in the hospital and I just got back into town. Life is always full of surprises....<br />

Looking back at <a href="http://beachcityrealestateinfo.blogspot.com/2013/01/happy-new-year-real-estate-in-2013.html">last year </a> I was right and wrong on my real estate predictions for 2013. Inventory did stay low but prices shot up to levels we last saw before the recession. While I expected to see a rise in home values, I didn't think we would see the significant increase we saw in Manhattan Beach and the rest of the Beach Cities in such a short time frame. <br />
<br />
Homes that had been on and off the market for years suddenly found new owners at new price levels. Builders stepped back in the market with a lot of cash and entry level buyers found themselves facing tough competition for smaller homes in all the Beach Cities but especially in Manhattan Beach.<br />
<br />
Off market sales soared as agents networked to buy and sell homes for clients who didn't want to play the multiple offer game. All cash buyers made sellers very happy in the Spring and early Summer. While the market cooled a bit in the fall from the early part of the year there were still some big prices paid for prime properties.. especially on The Strand in Manhattan and Hermosa.<br />

Inventory is still low in all the Beach Cities and I'm not sure 2014 will see a major increase in homes for sale in Manhattan , Hermosa, Redondo or El Segundo. Sellers generally want to make a move upward either in location or size. The big issue for folks considering selling is <i>what can they buy to replace their existing home.</i> With inventory levels remaining low this can be a sticking point. I think we will see both buyers and sellers wanting to add contingencies to contracts. <br />

I believe we will see prices continue to rise due to normal market supply and demand forces but perhaps not quite as much as last year. New loan guidelines and an uptick in interest rates will have an effect on the market for buyers, A 1% rise in the interest rate is equivalent to a 10% increase in the price. If rates and prices increase simultaneously over a short time span we could feel an impact. <br />

As always there are many things to consider when deciding to purchase a home or investment property. Over the years I have seen numerous changes in prices and markets.. but two things remain constant...someone will always have to sell and someone will always need to buy.....<br />

It's that special time of year..... we put lights on houses .... ornaments on trees..... and little kids know that magic is real. I love the Holiday Season..... The South Bay-Beach Cities of Manhattan Beach, Hermosa Beach, Redondo Beach and El Segundo have seen major changes in our local real estate market in 2013. Inventory has been at the lowest levels in decades while prices have increased significantly. <br />
<br />
Location continues to play a major role as prime properties closer to the water have posted some amazing price gains even as inventory remains scarce. Pocket listings remain a major part of the market as buyers and sellers try to negotiate the best possible deal they can and often on the same property.<br />
<br />
While all the Beach Cities have seen major gains this year <a href="http://beachcityrealestateinfo.blogspot.com/2013/10/manhattan-beach-monthly-home-sales.html">Manhattan Beach real estate</a> seems to have reached pre-recession price points. Low supply and high demand are pushing prices to levels many thought they would not see again for a long time. <br />
<br />
Generally inventory builds up a bit in the fall. However if you look at the chart above you can see inventory levels remain low in all the Beach Cities as buyers scramble to find a property before the spring selling season with potentially higher prices.<br />
<br />
If you follow what happened in Redondo Beach this year you can see how inventory decreased while the number of sales and the median price increased. <br />
<br />

The health of local real estate markets continues to be a major topic of concern across the nation. While real estate loans in the Manhattan Beach-Beach Cities market are not as dependent on government backed loans as other parts of the country the government shutdown has caused some issues. Buyers using Fannie Mae and Freddie Mac backed loans as well as FHA loans are seeing <a href="http://www.latimes.com/business/realestate/la-fi-shutdown-housing-market-20131012,0,4262202.story">longer time frames</a>. Home buyers seeking jumbo non-conforming loans are also seeing issues as lenders can't make use of information from the IRS to speed the process of verification.

Interest rates seem to be settling down from earlier this year but low inventory along with rising home prices continues to make the market frustrating for both buyers and sellers. A <a href="http://www.dailybreeze.com/business/20131008/housing-forecast-calls-for-rising-sales-and-prices-in-2014">story</a> in the Daily Breeze a few days ago speculates that we can expect similar conditions in our real estate market next year along with a rise in mortgage rates. <br />

The most frequent question I am asked is about rising home prices in the Beach Cities. A lot of folks thought the return to higher prices would take a few more years. Some even thought home prices would not reach the levels of 2006-2008 for many years if ever. For many buyers prices were just beginning to be affordable and then they shot up again. A few believe this may be another bubble as interest rates are low because of FED policies. However most market watchers don't agree because the major factors pushing up values are normal market forces.... . <strong><em>supply and demand</em></strong>. <br />

One item that many folks forget is that interest rates were significantly higher than current levels for most of the period from 2000 to 2008. The news this week seems to be about Congress talking about lowering the maximum loan amounts for Jumbo conforming loans to something under $625,500. This could be a real issue for home buyers in the South Bay-Beach Cities. With prices on the rise the current level of $625,500 or less is on the low end of the scale for many home buyers in the Beach Cities as well as other areas of the South Bay.<br />

Last week I wrote a <a href="http://beachcityrealestateinfo.blogspot.com/2013/09/manhattan-beach-beach-cities-playimg.html">post</a> on interest rates on home loans backed by<a href="http://en.wikipedia.org/wiki/Fannie_Mae"> Fannie</a> and <a href="http://en.wikipedia.org/wiki/Freddie_Mac">Freddie</a>... The day after I wrote the post both the <a href="http://online.wsj.com/article/SB10001424127887323893004579055283906962194.html?KEYWORDS=jumbo+loan+interest+rates">Wall Street Journal</a> and the <a href="http://www.latimes.com/business/realestate/la-fi-mortgage-rates-jumbo-20130906,0,2367473.story">LA Times</a> had articles on the falling rates on Jumbo loans ( $625,500+). One of the things I learned a long time ago was that the rates you read about in the media don't always translate to our real estate marketplace. <br />
<br />
I contacted a few of the lenders I normally recommend to see what was happening in our local markets. The rates being offered are surprisingly good for jumbo loans over $625,500. many of these lenders offer loans up to $1.5- $3.0 Million depending on the loan to value ratio. The more money you have as a down payment the lower the interest rate. <br />

The super low interest rates that folks took for granted are gone. If you are thinking about buying a home or refinancing you know interest rates have been bouncing around the last few months. The days of 30 year fixed rates under 4% seem to be a thing of the past. The above rates are for conforming ($417,000 or less) and jumbo conforming loans( $417,000-$625,500). While the rates have moved up in the last few months, they are still very low compared to rates for those looking for a non-conforming loan over $625,500. . <br />
<br />
Unfortunately as folks know who are shopping in The South Bay-Beach Cities for real estate or to refinance a non-conforming loan; these loan rates don't apply to them. A first loan of $625,500 generally means you are looking at a price under $775,000. There are properties in that price range but they are moving fast. Unless you are willing to buy a townhome or a condo you won't find a home in Manhattan Beach under $800,000. There are a few smaller homes in Hermosa Beach but not many. El Segundo and Redondo Beach still have some single family homes that fit that criteria but they move quickly when the hit the market. <br />
<br />
If you are shopping for a larger home or need to refinance a loan above $625,500 then you are going to pay a lot more than the above rates. Once you start loan shopping above $625,500 the sticker shock hits. The current rate for a 30 year fixed loan over $625,500 is 5.75%-6% with at least a 1/4 of a point or more. Adjustable rate loans remain an option for many buyers who don't plan to stay in the same home over 10 years. <br />
<br />
The rise in rates really hasn't affected demand in our local Beach Cities real estate market. Prices continue to move upward as inventory remains low. Manhattan Beach seems to be above the prices at the high point of the market although with fewer sales. Home prices in Hermosa, Redondo and El Segundo remain below the high points of the market but are moving upward. <br />

Many people are hoping that the rise in rates will cool the market but I don't see that happening now. A few days ago I was looking at some offers I had written in 2005-2007. Interest rates were 7.5%-8.5% and people were writing offers with home prices not much different than they are today. While loan guidelines are tougher today there are still a lot of qualified buyers who are ready to buy. Inventory seems more of an issue than loan rates. I think rates would have to take a huge jump in a very short time to affect the current market demand. It will be interesting to see what happens over the next few months. <br />

An<a href="http://www.dailynews.com/news/ci_23480624/california-median-housing-price-increases-by-most-33"> article</a> in the Daily News touts the fact that the median home price in California has increased almost 32% and is the largest price increase in 3 decades. What makes this article most interesting is the fact that no one seems to think this is a "bubble" issue because buyers have money and are more qualified then in 2006/2007. As a side note the article says that the reason for the increase is the high number of "expensive" home sales and the low number of distressed home sales. <br />

It wasn't long ago that people were poking fun at the concept that the Manhattan Beach-Beach Cities real estate market was different from the Inland Empire and most national real estate markets. <br />
<br />
While we definitely saw prices go down, we have seen prices move back to 2006/2007 levels very quickly. The upward swing in the market caught many buyers unaware. Most buyers thought they would have more time to "make a deal" before the market recovered.... not the case. The people who laughed at buyers who took the plunge and bought in 2009, 2010, 2011 and 2012 aren't laughing anymore. <br />
<br />
Not all the Beach Cities have reached the high point of 2006/2007. Hermosa, Redondo and El Segundo are trying to closing the gap but at a slower pace as inventory levels continue to be low and demand remains high. <br />
<br />
While prices are moving upward interest rates remain low which is a driving force for many buyers. Rates have been bouncing around for a few weeks as people try to figure out what the Fed is going to do in the future. However even if rates rise a bit they are still at historic lows. Contrary to what many think, a rise in rates usually spurs sales as buyers try to grab a low interest rate before they climb higher. Personally I think the Fed is going to continue supporting the market until there is a clearer sign of improvement in all sectors of the market. <br />
<br />
As the Spring selling season winds down into summer we usually see the market gain inventory as sales slow down. While the market doesn't seems quite as frantic as it was earlier in the year multiple offers are still the norm not the exception.<br />
<br />
This is a tough market for buyers who are looking for a "deal".... they are going to have to wait a few years until a new neighbor moves in and says in awe...<strong><em> I can't believe you only paid $$$$$$ for your home.</em></strong><br />

If you are trying to buy or sell a home in Manhattan Beach then you know how crazy the market is now. it is only April 23 and 36 properties have already closed escrow in Manhattan Beach. There are seven days left so this could be a record month for closed escrows and median sale prices if the pace continues. <br />

As I noted in my post on first quarter sales in <a href="http://beachcityrealestateinfo.blogspot.com/2013/04/manhattan-beach-beach-cities-first.html">The Beach Cities</a>; there are a number of opinions about the stability of the current market. The LA Times has an interesting take on the <a href="http://www.latimes.com/business/money/la-foreclosures-activity-plunges-in-california-after-passage-of-state-laws-20130423,0,3297795.story">lack of foreclosures </a>and they may be right about the temporary effect of new laws in CA dealing with foreclosures. <br />
<br />
As Manhattan Beach really didn't see much short sale or foreclosure activity, even at the low point of the market. While real estate values in Manhattan Beach certainly lost ground, our market was not hit as hard as others in Southern California. In fact coastal communities in general have seen a strong resurgences in property values in recent months. Cash buyers are a strong force as well as buyers with larger than normal down payments and strong financial statements. Low interest rates continue to keep things lively. <br />
<br />
The biggest issue in Manhattan Beach, Hermosa and Redondo is lack of inventory. What will push an increase in inventory is when sellers believe they can get a price that will justify selling their home. Some sellers are thinking about cashing in on the current "hot" market and then waiting to buy a new when the market cools a bit in the fall. Other sellers are willing to sell if they can find a new place to buy which is why off market sales are going strong. Realtors are networking with each other to meet their clients' needs. In fact pocket listings are creating a lot of interest at the State and National level as inventory remains low and multiple offers are the norm. <br />
<br />
I do think we are going to see the market calm down a bit in a few months as more inventory hits the market. An increase in interest rates would bring a change to the market. There is still a long way to go to reach the price levels of 2006-2007 but things are definitely on the upswing. <br />
<br />
The current snapshot gives you a good idea of just how low inventory is and where prices are as of April 23, 2013. There are 33 homes and 7 townhomes/condos currently for sale in all of Manhattan Beach. It wasn't long ago when there were double that number for sale in just one area of Manhattan Beach... Times are definitely changing!<br />

It started last year as buyers snapped up dwindling inventory in the hopes of getting a home while prices remained down and interest rates remained at historic lows. REO's and short sales disappeared in the Beach Cities as buyers snapped up up some great bargains. Inventory began to dry up as fewer homes came on the market. Now a few months into 2013 we are seeing the effects of a lack of inventory coupled with a well qualified group of buyers. <br />

Some folks are already crying <a href="http://www.forbes.com/sites/afontevecchia/2013/03/05/peter-schiff-and-the-coming-housing-collapse-the-fed-instead-of-lehman-owns-the-mortgage-market/">bubble</a> while others look at the current market as a function of <a href="http://www.scpr.org/blogs/economy/2013/02/25/12665/no-housing-bubble-repeat-there-no-housing-bubble/">supply and demand</a>. No matter what your personal opinion is about the current market, it is a market on the upswing. Off market sales are so prevalent that CAR has now gotten into the discussion about pocket listing. Multiple offers are the norm not the exception... even for properties that couldn't find buyers a few months ago at lower prices. Cash is king and a number of buyers in Manhattan Beach and the Beach Cities have a lot of cash. <br />

As of April 15, 2013 the upward trend in sale numbers is continuing. There are more properties in escrow than are currently on the market for sale. The FED's have indicated that they will continue to keep rates on the low side. Hopefully we will see an increase in inventory as homeowners decide that now may indeed be the time to sell. Not long ago the biggest issues buyers faced were deciding which property, out of the many choices available, would best meet their needs, trying to get a<a href="http://beachcityrealestateinfo.blogspot.com/2009/06/south-bay-beach-cities-appraisal-vs.html"> local appraiser</a> who knew the Beach Cities market, waiting for the short sale lender to approve the price and hope the lender of their loan would not take forever to get it approved. <br />
<br />
How times have changed... Today the most difficult obstacle facing home buyers in our local South Bay-Beach Cities real estate market isn't financing or lender approval of the sale or even the appraisal. The toughest issues are finding a property that is still available and figuring out how to get an offer accepted. It is not unusual for a well qualified buyer to spend months trying to buy a home because of the stiff competition. <br />
<br />
While it is not unusual for luxury buyers to have 50%-60% down or pay all cash for a property, it is new for all segments of the market to have a high number of buyers with huge down payments or the resources to pay all cash. These <strong><em>ultra-qualified</em></strong> buyers make it very difficult for the <strong><em>well-qualified buyer </em></strong>to get an offer accepted. First time buyers with minimal down payments are being squeezed out of the market. When sellers have multiple offers to choose from it only makes sense that they will pick the one that has the best chance of closing and an all cash offer or one with a very high down and few contingencies will likely win the bid.<br />
<br />
The last time I saw a market like this was in 2003-2004. While I doubt we will see the huge price increases that occurred then, prices are definitely on the rise. Overbids are the norm not the exception especially in the entry level in Manhattan Beach, Hermosa,Beach Redondo Beach and El Segundo. The competition is fierce at all market levels for homes that are priced near market value. <br />
<br />
So what can a buyer do to increase the chances of getting an offer accepted? Here are 5 things that may make a difference.<br />
<br />
1. <strong>Know exactly how much you can afford</strong>. If you need a loan talk with a lender. If you are paying all cash talk with your accountant. If you can only spend $900,000 don't look at homes that are over $1,000,000 with 8 offers and hope the seller will take less. The same principle applies if you can afford $3,000,000, don't fall in love with a $4,000,000 home. Staying on budget may mean lower expectations. In the long run living within your budget makes more sense then buying more home than you can afford and losing your home to the bank. <br />
<br />
2. <strong>Have all your documentation in place</strong>. If you need a loan get pre-approved not pre-qualified. Have the lender run your credit and do all the verifications before you submit an offer. If there are errors on your report you want to fix them long before you are in escrow. You want the only condition to be finding the house and the appraisal. Having a large down payment increases your chances of obtaining a good loan at a great rate, however it doesn't guarantee it. You will still have to qualify for a monthly payment. If you are paying all cash be sure you have proof of funds ready for the seller to review. A future insurance settlement isn't proof of funds.!<br />
<br />
3. <strong>Know the current market where you want to buy</strong>. If you are using information from 2012 you don't have the right tools to evaluate what a property is worth in today's market. You need to know what has been happening over the last 2 months to see where trends are moving. Pending sales are your best gage of the market. How long did the home take to sell? Were there multiple offers? Are there similar properties in the same price range or have prices increased? If there are 15 offers on a property then coming in $40,000 under the list price may not be a wise decision. However if the property has been on the market for 6 months with no offers then a lower offer isn't out of the question.<br />
<br />
While you don't want to get caught up in the multiple offer syndrome sometimes your best strategy is to offer over the listed price. If you make this choice one of the things you should think about is... <strong><em>if you offer more can you find another property at the higher price that better meets your needs.. </em></strong>if the answer is NO, then offering a higher price may be a good solution to getting the property that you really want. <br />
<br />
4. <strong>Don't panic...be patient!</strong> Even in this market the right house will come around but it may take time. Don't give up all your rights just because there are multiple offers and you are frustrated. If you are paying all cash or have 50% plus down then removing the appraisal contingency is not a bad idea. However it is not smart if you have 20% or less down and no extra cash to cover the shortfall if the appraisal comes in low. In this market most sellers will put the house back on the market instead of accepting a lower price due to a low appraisal. If you are obtaining a loan removing the loan contingency is not a good idea unless you can pay all cash. If you are not a contractor buying at lot value don't give up your right to inspect the home. Shorten the inspection period to 7-10 days rather than 17 but don't give it up. Even contractors can get fooled. <br />
<br />
5. <strong>Find an agent you can trust</strong>.. You should have an agent who represents you.. the buyer. A good agent will save you money and steer you clear of many pitfalls. While it is legal to act as dual agent and the agent must give the highest fiduciary care to both clients; it can sometimes be difficult if a major problem occurs to make all parties feel their side is properly represented. It just makes sense to have an agent who works only for you. In California you can be represented by your own Buyers agent who doesn't work for the seller... although a buyer does owe a fiduciary duty to all parties as does the listing agent. In California agency is not dependent on who pays the brokerage fee. <br />
<br />
Following these tips won't guarantee you beating out other offers but they will give you a better chance of getting the home you want.<br />

It wasn't all that long ago when those "<em><strong>in the know</strong></em>" said that The Real Estate Market in Southern California was toast. Multiple offers and offers above the list price were no more. People who bought property were crazy and wasting their money. Prices were going to decline and there was nothing special about property in Manhattan Beach or any of the Beach Cities for that matter.... and they were a little right and a little wrong from 2007-2011.<br />
<br />
But a funny thing occurred during the Spring of 2012.. as it usually does in the Southern California coastal real estate market.. <a href="http://beachcityrealestateinfo.blogspot.com/2012/04/manhattan-beach-beach-cities-bottom-of.html">the bottom of the market</a> was here and gone before a lot of folks realized what had happened. Historically the Beach Cities real estate market has changed numerous times over the years. Sometimes prices only move a bit up or down and sometimes they move a lot. Sometimes the market is stagnant for long periods and other years it moves like a Yo Yo. The only thing you can really count on is that the <a href="http://beachcityrealestateinfo.blogspot.com/2013/01/manhattan-beach-beach-cities-sold-2005.html">South Bay-Beach Cities</a> real estate market is always changing. <br />
<br />
While prices still seem to be fairly stable I think you can count on that changing soon. New properties hitting the market have multiple offers in days not weeks. Networking among agents is pushimg off market sales to a point that many MLS organizations are thinking about serious sanctions against members who don't put listed properties on the MLS. <br />
<br />
8-20 offers on a home is the norm not the exception at the entry level. Higher priced homes are also seeing bidding wars as buyers scramble to buy before the market revs up even more. All cash buyers are at every price level. Buyers have been stock pilling cash for a long time and want to buy now before prices really start moving upward. <br />
<br />
Two things seem to be pushing the market... low inventory and pent up demand by buyers who have been waiting a long time to make a move. If you look at the chart above you can see how much lower the current inventory is compared to previous years. The threat of shadow inventory seems to be a thing of the past as more lenders are doing loan modifications and short sales. Supply and demand have always been the driving forces of markets. <br />
<br />
The big question for many qualified buyers is how to get their offer accepted amid all the other offers on the table... but that's a topic for another post... <strong><em>Buying in a Seller Market</em></strong>.<br />

Once again South Bay-Beach Cities real estate seems to be the topic of the day at any gathering of more than one person. Everyone wants to know what is happening in our local market. While buyers at all price points are seeing a major lack of inventory and multiple offers; it is really tough for buyers looking under $1,000,000 and not much better for those in the $1,000,000-$1,500,000 range. <br />
<br />
The chart above really gives a detailed picture of how low inventory is this year compared to previous years.. There are 143 homes for sale in Manhattan Beach, Hermosa Beaach, North Redondo, South Redondo and El Segundo. While this is not a totally accurate picture because of inventory that <em><strong>might</strong></em> be on the market if the sellers can find a home to purchase it does show what the problems are facing home buyers. <br />
<br />
I have clients who bought a few years ago in Manhattan Beach and did a major upgrade to the property. Last year I gave them an update on the value of the home which put the value about even with the cost of the upgrades added t the price they paid.. Now less than 9 months after my last estimate the current market value of their home is worth well over the estimate from last year. The rise in value isn't limited to Manhattan Beach but rather is happening in all the Beach Cities. If you bought since 2009, despite all the talk about the market never coming back, you likely made a very wise financial choice. <br />
<br />
As promised here is the follow up my post on the <a href="http://beachcityrealestateinfo.blogspot.com/2013/01/manhattan-beach-beach-cities-sold-2005.html">number of sales</a> in the South Bay-Beach Cities from 2005-2012. Looking at median prices in the South Bay-Beach Cities you will find some curious statistics. While the number of sales shot up from previous years prices didn't see the same effect. As an example, the median price of a single family home in Manhattan Beach was the same as it was in 2011 and actually lower than it was in 2010. In Hermosa Beach the price was up over 2010 and 2011 but lower than it was in 2009. <br />

I think this year you are going to see prices rise over last year if inventory continues to be on the low side. While I don't anticipate double digit increases I think you will definitely see median prices rise in all the Beach Cities as buyers scramble to find homes. You can expect multiple offers not only on homes that are priced right and in good locations. but perhaps even on some marginal properties. <br />

It's been awhile since the <a href="http://www.latimes.com/business/money/la-fi-mo-home-prices-20130115,0,934836.story">local media</a> had positive things to say about the local housing market, let alone gushed like a fountain on the current trend in California real estate.<br />
The Daily Breeze has published three articles this week touting the changes in the <a href="http://www.dailybreeze.com/ci_22389972/californias-foreclosure-activity-dropped-dramatically-2012?IADID=Search-www.dailybreeze.com-www.dailybreeze.com">Southern California real estate</a> market. <br />

The graph above shows the number of home sales in the South Bay-Beach Cities of Manhattan Beach, Hermosa beach, Redondo Beach and El Segundo from 2005-2012. The low point in sales in the Beach Cities seems to be 2008. While we are not back to the boom times of 2005 the number of sales is close to those of 2006 and 2007 before the market took a major dive. <br />
<br />
If you are looking for a sweet little Manhattan Beach tree section home under $800,000, that isn't a tear down, you are likely out of luck. The same is true for a home under $475,000 in North Redondo. Ready to make a deal on a short pay or foreclosure? Better look farther east as there are only 9 in all the Beach Cities; 2 in Hermosa and 7 in Redondo, none in El Segundo or Manhattan Beach. <br />
<br />
These stories don't come as a big surprise to folks who have been house hunting in the South Bay Beach Cities in the last 8 months. While multiple offers are found in all the SoCal housing markets the Beach Cities are seeing 10-20 multiple offers on a home as more the norm these days than the exception.<br />
<br />
Inventory remains very low in the South Bay-Beach Cities. There are only 95 single family homes for sale on the MLS in Manhattan Beach, Hermosa Beach, Redondo and El Segundo combined. If you think you might have better luck finding a town home or condo you are going to be very disappointed as there are only 58 of them listed in all the Beach Cities...<br />
<br />
A total of 153 properties are for sale in Manhattan Beach, Hermosa Beach, Redondo Beach and El Segundo. This is lower than the number of <a href="http://beachcityrealestateinfo.blogspot.com/2008/04/manhattan-beach-market-snapshot-april.html">properties for sale</a> in Manhattan Beach in April 2008. Of course these numbers reflect on the homes that made it to the MLS. A number of properties sold off market. Networking among local agents remains an active sector of the market. How the times have changed!<br />
<br />
The South Bay Beach Cities haven't seen the 20% increase in home prices that were posted in other areas for a number of reasons. While we lost a lot of value in the local housing market, we weren't hit as hard as other places in California or the nation as a whole. Looking at the graph above you can see that the total number of sales began slowing increasing in 2009. Most housing markets didn't see sale volume increase until the last few years. <br />
<br />
So what about prices? The numbers are mixed for the Beach Cities depending on the mix of what was sold. <br />

Yesterday I reviewed what I had written <a href="http://beachcityrealestateinfo.blogspot.com/2012/01/manhattan-beach-beach-cities-2012-real.html">last year</a> about where I thought our local real estate market was headed in 2012... Boy was I wrong. 2012 was not another slow year in our local South Bay-Beach Cities real estate market. <br />
<br />
2012 started off strong and never slowed. Inventory remained low all year as fewer short sales and REO homes hit the market. Many sellers, still slightly underwater, found themselves unable to make a move without losing money. Other Beach Cities' sellers considering moving up decided to wait hoping the value of their homes would increase allowing them to move up to a new price range. All these factors contributed to a year of low inventory.<br />
<br />
Buyers who were finally ready to enter the market found themselves facing multiple offers and all cash buyers also anxious to purchase now. It wasn't unusual for a buyer to have made offers on 5-10 properties before finally beating out the competition on a home. Residential income property buyers also saw 2012 as the year of multiple offers on the few properties available.<br />
<br />
The turn in the market caught many buyers unready for the change in market forces. Local South Bay-Beach Cities' real estate networking groups were the first to realize what was happening in the market as off market sales soared. Buyers were perplexed with the change while sellers were estatic.<br />
<br />
2012 was an interesting year in that while sales increased in all the Beach Cities, prices didn't shoot up as much as might have been expected considering the low inventory and multiple offers. In fact some aspects of the market saw lower prices in 2012 than in 2011 even as the sales volume increased.<br />
<br />
So what will 2013 bring for buyers and sellers in Manhattan Beach, Hermosa, Redondo and El Segundo? Once again I'll go out on a limb here and predict that inventory will increase only slightly but so will prices as buyers compete against each other in a changing market . Mortgage loan rates will remain stable but getting a loan will be a challenge as the FEDS keep trying to "fix" a market that no longer has the same problems as 2008. Appraisals will remain an issue mainly because there are simply not enough comparables for appraisers to use to establish value.<br />

As always our local South Bay-Beach Cities real estate market will be a challenging one..<br />
